The Nature Conservancy China Program

 

Laojun Mountain in NW Yunnan is the core area of “Three-Parallel River” World Nature Heritage with rich and unique geological, biological and landscape resources. The will-be “99 Dragon Pool National Wetland Park is within Laojun Mountain and located in the west of Yulong County and lies in the basins sandwiched by Lancing and Jinsha Rivers.  With an elevation range from 1,800 m to 4,513 m, the park encompasses an area of 1,130km² with the typical alpine wetland featuring the charming and breathtaking alpine lakes well known as “99 Dragon Pool Lakes” and “77 Fairy Lakes”, a vast extension of alpine meadows and brooks as well as streams, which form importance and solid background for designation of the national wetland park in addition to unique nature landscape and mysterious and rich culture resources.

National Wetland Park is almost a brand-new model in China with precondition of effective conservation for cultural and natural resources to harmonize balance between conservation and sustainable development via presenting these resources to public for enjoyment and leisure. The Nature Conservancy (TNC) will assist the local government to promote establishment of “99 Dragon Pool Lake National Wetland Park”.  The main steps for next include boundary locating, GMP setting and functional zoning, tenure identifying, management system reforming and staff capacity building.

滇西北老君山丽江片区是“三江并流”世界自然遗产地的重要组成部分，其丰富的地质、生物和景观多样性资源，成为展示“三江并流”自然生态资源价值的重要区域。拟建设九十九龙潭国家湿地公园位于云南省丽江市玉龙县西部，地处金沙江与澜沧江之间，范围共1,100多平方公里，海拔2,100—4,515米。这里是金沙江流域上游区域，具有非常珍贵的高山冰蚀湖泊群“九十九龙潭”和“七十七仙湖”，以及大量的高山沼泽草甸和溪流，具有典型的高山湿地特征，在湿地生态系统中具有及其重要的保护价值。其独特的自然景观，神秘丰富的人文等旅游资源奠定了建设高山型湿地公园的基础。

国家湿地公园是在对珍贵的湿地自然和文化资源进行有效保护的前提下，通过向大众开放，提供游憩达到保护和可持续发展共赢的模式。大自然保护协会中国部（TNC）将协助当地政府积极推进“九十九龙潭国家湿地公园”建设。下一步工作的基本构想是：根据国家湿地公园的要求，将对拟建设的九十九龙潭国家湿地公园的边界进行勘察界定；按照高山湿地的特点和湿地公园建设的要求，制订总体管理规划，对九十九龙潭国家湿地公园进行功能区划，明确土地权属和利用类型以及管理机构的建设和员工的能力培训等。
