Dubai is growing fast with a vision to create a new world-class city to become a city that provides a unique experience for living and business.  Sama Dubai is developing “The Lagoons” and “Dubai Health Care City Phase II” in the heart of Dubai, surrounding Ras Al Khor Wildlife Sanctuary.  The developments are very large in both size and scope.  It will integrate itself into other major developments and the existing City to become the new Dubai.  Also the development envisioned to connect the existing Dubai Creek to another Arabian Gulf outlet while at the same time protecting and enhancing the Ras Al Khor Wildlife Sanctuary aiming to encourage ecotourism.

Ras Al Khor Wildlife Sanctuary was established in 1985 and officially declared as a protected area in 1998 by UAE and therefore became subject to the provisions of Law on the establishment of protected Areas in the Emirate of Dubai that prohibit any activities which may destroy, damage or detoriate the natural environment and the wildlife.  The site is the highly important mudflat area for many wildlife species and this sanctuary area has been recognized as a Protected Area by the International Union for Conservation of Nature (IUCN) and the United Nations Environment Programme (UNEP) and as an Important Bird Area by Bird Life International.  Furthermore, the sanctuary has been initially assessed and accepted to be listed as a RAMSAR site.

Ras Al Khor Wildlife Sanctuary is located at the end of the existing Dubai Creek, covers an area of 6.2 Km² and is surrounded by a buffer zone with maximum mudflats extending approximately 150 ha and has a tidal range of 1.0 – 1.5m.  With a large turnover of migratory water bird species during migration periods, Ras Al Khor is a key refueling point for birds using the west Asian Flyway.

Because of the environmental sensitivity of protecting and enhancing the Wildlife Sanctuary and the need for improved water quality in Dubai Creek, a comprehensive Environment Impact Assessment (EIA) study with hydrodynamic and water quality modeling along with Sanctuary Enhancement Plan took place and became an important planning tool to ensure the sustainability and the success of the development.  The EIA process followed the International Guidelines and National laws regulations and standards, this involved consultation with Local Regulatory Authorities and International Organizations.  Recommendations and outcomes of the EIA has been forwarded and implemented through different Environment Management Plans for planning, design, and construction and operation phases. 

This presentation addresses the approach and the findings of the Environment Study of the proposed developments.

伴随着创建一个世界级城市，迪拜正在快速发展，它将为建立适宜于生活和贸易的城市提供独特经验。萨玛迪拜正在迪拜市的中心围绕拉斯奥科尔野生动物保护区建设“泻湖”和“迪拜卫生城市二期工程”。开发的面积和空间都非常大。它将与其他主要的开发区和现在的城区连接成一个新迪拜。这项开发也希望在促进和保护有利于生态旅游的拉斯奥科尔野生动物保护区的同时，将现在的迪拜河与阿拉伯海湾出口相连接。

拉斯奥科尔野生动物保护区建立于1985年，1998年被阿联酋正式宣布成为保护区，因此它必须遵循在迪拜穆罕默德区建立保护区的有关法律条款。这些条款禁止任何可能破坏、损害或污染环境和野生生物的活动。这里是很多野生动物物种栖息的重要滩涂，而且这一栖息地已被国际自然保护联盟(IUCN)和 联合国环境规划署(UNEP)确认为保护区，并被鸟类生命国际确定为“重要鸟类栖息区”。而且它已被初步评估，成为国际重要湿地。

拉斯奥科尔野生动物保护区位于现在迪拜河的尾部，面积约6.2平方公里，周围环绕的是由一片极大延伸约150公顷的滩涂和1.0-1.5公里范围的潮汐带构成的缓冲区。在鸟类迁徙季节，大量的迁徙水鸟回迁于此。它是西亚线迁飞候鸟重要的能量补充站。

由于保护该野生动物保护区的环境敏感性和满足改进迪拜河水质的需要，根据“促进保护区保护计划”开展了一项包含流体动力和水质管理模式在内的综合性的“环境影响评价(EIA)”研究，这些都成为保证可持续性和成功发展的重要计划工具。环境影响评价(EIA)过程遵循各种国际指南和国家法律、规定和标准，也咨询了地方规章主管部门和国际组织。环境影响评价(EIA)的建议和成果已经通过不同的环境管理项目在计划、设计、建设和操作过程中得到了体现和应用。

本文阐述建议开发过程中环境研究的方法和成果。
